ProvPort
Managed by Waterson Terminal Services, LLC, ProvPort operates the former Providence Municipal Wharf within the Port of Providence - one of the busiest deep-water ports in America's northeast. ProvPort has made it a priority to complete a master plan that will benefit the City of Providence through this comprehensive process. The master plan will also fulfill an agreed-upon condition in ProvPort’s recent lease extension with the City of Providence. The master planning process will identify sustainability-related projects and provide benefits to the surrounding community. These projects will be funded by a community benefit assessment fee on ProvPort’s operating revenues, and these community benefit assessment fees may also be used as matching funds on state or federal grants to enable the City of Providence and other eligible organizations to fund projects that have been approved. These projects will be selected in consultation with the councilpersons of Wards 10 and 11 in compliance with ProvPort’s lease extension with the city.
Master Plan Process
The process requires the master planning team to complete:

A minimum of four or more community meetings with stakeholders, businesses, and residents in Wards 10 and 11.

A public hearing before the Providence City Council where the master planning team will provide a detailed presentation on the final draft master plan. This hearing will assist in the adoption of a final master plan.

A 5-year capital improvement plan for Provport.
The master plan is intended to be a long-term evaluation of ProvPort and its activities over a period of 30 years. The plan will provide incremental 5-year time frame goals and objectives to guide capital planning. Throughout the process, both stakeholders and community members will have opportunities to be involved in the development of the master plan.
The master plan process is broken into the following steps as shown in the diagram below – each step in the process is integrated with a community and stakeholder outreach process.
